strong tag emphasized that it is very important to certain browsers as bold is just bold text and doesn't work the same way between your browser and the server to servers for you to see it in your browser. The same as the difference between <i> (italics) and <em> (emphasis)! All change the text visually but strong and emphasis change the importance of the text as well as the appearance, that's how I always understood it anyway, hope it helps :)
