i want to make some basic mobile apps for android.

i only have my samsung note 4 with me. can i make an app on my phone or do i need a computer?

You could use "AIDE IDE" on android to develop java android apps but I am not sure how practical it is and I am not sure how much it costs.

I would say use Android Studio on a computer if that does not work.
