been working on building a resume website offline while i learn, and i think im ready to launch. anyone have suggestions for best free web host?

All you need to know is that they'll give you a subdomain, so use it for practicing. My web server with them is https://ggcprojekt.000webhostapp.com and I use it to store resources for projects I make here.

i looked at discription of website, but couldnt tell if its a good fit for uploading my html/css project i been building offline.
but neither does any others, all i see is them showing off bells and whistles that dont apply to just doing things the hard way lol

anyways, did they give you options for the sub domain tail, or is the site name the only option?

You specify the name for the subdomain but it will always be a subdomain, and it's understandable because it's free. They basically use you to promote their service.

So don't use it for professional use.
