Which is the best place and tools for developing e-commerce website..?

we planned to start a e-commerce business , the first thing is developing a website.

Coding an e-commerce site may start simple but it gets overwhelmingly complicated as time goes by. I can only suggest that option for serious multi-million project with lots of people to work on. There is lots of great free and payed tools and platforms you can pick with considering your needs and skills. There is shopify for non advanced users. With zero knowledge you can start selling in hours and get really good support about everything. If you can setup a cms and manage it, go with an e-commerce cms. They are completely usable, safe and do lots of complicated things with help of plug-ins. Best thing about them, they have amazing communities and solutions for every occasion. Woocommerce is the best for simple to medium e-commerce. It's pretty advanced on popular needs but if you need non-popular customizations, you may start spending more money then other alternatives. OpenCart is best for medium with custom needs. There is lots of people can code what you need and it has the cheapest custom market. Magento is the most pricey among others with expensive themes, plug-ins and custom solutions but it is highly scalable. It can carry you from small to huge business. Others will probably let you down on some point but Magento will go a long way. Best thing to do; make a list on what you need and might be in the future and compare all this tools. Check what others are using on specific needs. I would go with woocommerce if i am going to sell clothes and niche type products since it's best on branding and design. Would pick OpenCart for computer parts, ect it's simple to manage lot's of items with minimal design and branding needs. Magento would be perfect if i am going to sell every kind of product for children; toys, clothes ect since it's best for multi category multi brand shops. You can get what i mean by checking out the templates and plug-ins build for them.

If you prefer start from coding, you could use PHP/MYSQL or ExpressJS/MongDB. If you familiar with PHP, you can consider use Vii2 or Laravel framework.
