How to make games for android or windows pc ?

I had learn c++. I have a pc with 110s2 motherboard graphics card 4gb and ram 4 GB . all this are correct for gaming developing environment.? if yes let me know please help me...

Depends on the type of game you're making and what your role is. Higher end games will require more in terms of system specs, which would be useful when you're testing what you're programming. However, something like 2D games is fairly minimal in terms of resource reqs.

I'm a Unity developer, so I'm bias toward it, but it's a great engine that you may find use in. I'd learn C# if you're going that route. However, Unreal is an equally amazing engine, and it utilizes C++/blueprints, so you could go that route also.

Just depends what you're trying to do.
