What difference does it make building websites with HTML or with PHP

Question

What should I expect from a website built from a PHP(with css, js and HTML) that can't be gotten from HTML already.
Which is most neccesary to build a website

html is just a mark up language, like php it can't solve logical & mathematical problem on the backend, like css, it doesn't offer all the design features css offers, like javascript, it doesn't handle mathematical/logical problems on the front end.
