SQL is the language name.
MS SQL is the Microsoft database that implements the SQL language.
MySQL was an open source database, also implementing SQL, but it was acquired by Sun, later acquired itself by Oracle.
PL SQL is a procedural extension to SQL (e. g. you can use it to write programs with vars/loops/if etc.). It is implemented by the Oracle database and a few others.
