How to make gui application in c++

Question

Where i can learning about making gui application for windows? I've reading on many article that c++ i used for making any many video games, or something else. But, when i learn C++ and other programming language, the tutorial is always about making programs on CLI (Command Line Interface)/Console application. So, back to the question, where i can learning about making gui application or where mostly programmer learning about that?
