Do down votes count in lesson and quiz comments as well as for getting contributor and comment master badges?

Question

I have a comment in a Java tutorial lesson which has 9 upvotes and 6 down votes, so it is shown as ^3. There is the contributor badge for leaving a comment with 5 upvotes. If down votes are ignored, I should have got that badge.
I am heavily down voted despite relevant answers in the Q/A section, but I have a fairly well contributor percentage, as it ignores down votes. But I would like to know whether lesson/comment down votes are ignored or not.

I don't think downvotes are counted. Sometimes SL is slow awarding some badges. If you think you have earned a badge and it doesn't show up in a few days, you can report the problem to [e-mail]
