Need checkboxes inside dropdown

Question

user had 11 emails he need to send the email. Its user wish that they can send email to all or a few persons in the dropdown drop down should be minimizable if not selected

Checkboxes are for multi select, whereas dropdown is for single select. These two are not working if put them together.
