CLion, by JetBrains. Without a doubt the best C/C++ IDE out there. The same group made the IntelliJ IDE for Java, which Google used as the core of their own Android Studio. If Google thinks it's better than what they themselves could do, then it's pretty damn amazing.

I would have to say CodeBlocks.

I won't say it's the best, but I use Visual Studio simply because that is the IDE I learned when taking my fundamentals courses for three semesters.
