HTML5 can stand alone. Since all modern browsers support it, and 99% of users are using modern browsers, HTML4 is useful only for maintaining legacy code.
For modern web design, do not use HTML4: use only HTML5 for new projects.

HTML or HTML5 ? The HTML5 is a last version of HTML. There are some new commands in addition to older HTML4.
The question, HTML (it means HTML4), or HTML5? Sure, HTML5 is more modern, with new commands the work is more comfortable. The problem are web browsers of clients over the internet.
Only the newest versions of web browsers support HTML5. If client has an older browser, the web page created as HTML5 it shows badly in his computer, without some important elements.
So, there are three ways
1) Make HTML5 pages and ignore such part of clients
2. Make HTML4 for all clients
3.Make the web pages twice, for HTML5 and HTML4 clients too.
