You may do it using many different languages. (Html, JavaScript, c#, python, vb, c++ and so). The question is, what operating system you're designing it for, how would you like to deliver that to end users having in mind their computers are protected? :)

you can prefer assembly language because the executable file will be small in size as compared to the one produced by high level languages..i suppose :)
