Do you mean if there is any app to learn how to build responsive websites? If yes, i don't know. Otherwise you can do youre websites responsiv if you use in your css, in size options, % and no px.

For example:

width: 1000px;
height: 5000px;
border: Black solid 1px;

<!-- RIGHT -->

width: 100%;
height: 100%;
border: Black solid 1%;

I hope you understand what I mean.
