You should ask unreal things In unreal answerhub.

Anyway you need a skeletal asset, skeletal mesh asset, a state machine , various animation or matinee assets, a material graph and a good bluprint scripting knowledge.

Make a character is one of the most complex things to do in general.

However unreal documentation gives you HOW-TOs and tutorials.

Unreal also gives you a good base character whit many functionalities.. if I remember is called sk_mannequin
