The "buy a domain name" answer is completely incorrect.

While having a domain name may be comfortable for the ease of access to the site this is not the solution to your question.

You need to HOST your site files on a server. Your home PC may act like one.

Basically you place your files on a computer that is configured and connected to the network in such way that will allow users to access your files (pages mainly).
You will be able to access your pages by an IP address. A domain is just an alternative way to access the address, but won't work without a set up hosting service.

Try googling "free site hosting" to find some free services.

Yeah, make sure when buying a domain, it says that it is secure.... if not, hackers can find your IP. Also if you have strong computers (and a shed far from your home) you can self host. But it is very risky, and troubling if you ask me
