Forms and SMS

Hello everyone,
I am working on a website for a client.
When the form is submitted, I want the data to be sent to my client’s phone number by SMS.
I wonder if there is a way to do that without using an API from SMS messaging provider.

Why don't they just get a smartphone, and you email it instead? Explain to them, it'll be much cheaper in the long run.

I did the job using an API, that was a good exercise for me.
Your suggestion would be the last chance. The client should pay for sms services or just keep the email method.
I think 40$ for 1200 message text.

Without an API or paid third-party system, I don't know how it would be possible. Hoping you get it all sorted.
