Is that "[...]" really how it is written? in which chapter was that?

"Not supported" means a certain tag that was commonly usable in previous HTML version standard is no longer encouraged to be used in HTML5, these "unsupported" things can still be written into HTML5 document, and browsers will still display/use them, for backward compatibility measures, but having them written in a HTML5 document means that the document is not fully HTML5 standard compliant.
