y would someone who wants to go for app development start with html and CSS?!!!!!!

for Android. (as mentioned above ) the official language is Java and the new language called kotlin ( it's easier than Java). use them in Android studio (it's free)

and for iOS development. the official language is swift

Start with the obvious with HTML and CSS. after you get a sense of what environment and what you want to do you choose which language.

for example android applications use the Java language.

Anything to do with apples network and engines use Objective C, and or the swift languages

Again those are examples there are countless other ways to be good in web development.
