CSS is cascading style sheet it is used to decorate ur static website created by HTML it is an inseparable part of html

while JavaScript is not compulsory until u need to do some scripting , calculation things., mathematics... or game development (canvas) , etc
so do JavaScript after css...

i should first do css, because its easyer, and for some javascript codes you need a basic knowledge of css

It depends. If you want your website to look epic, do CSS. If you want it to be interactive though, learn JavaScript.
