Set up a server with something like Apache on any machine you have and get your domain registered or bought. Detailed guides can be found online.

If you find a webhost they will probably have instructions on how to get you website up and running on their systems. You also need to register a Web adress at a regitrar, but often the Hoster provides support for that too
