Does xampp count as a server????

if so shouldnt I be able to test form passing information (like a subscribe to my page ) site?

It works with xampp, yes.

copy the code from w3schools. fix it to match what you want. remember, root is the username and the password is blank. host is localhost

I actually have a password on xampp does that matter ....

I'm guessing you changed the password because you were having issues and you taught a password change would fix it. Anyway, changing the password shouldn't have any effect as long as you use the right username with the appropriate password.
