how i right a java program , is there an app for it (like the visual studio in c++) ?

Everyone has an opinion on what IDE is best and it's just relative to what is best for YOU. So test each of them out, see what works best for how you work, and then get busy creating! :)

like in eclipse there are 3 defrent apps (Eclipse oxygen, eclipse che , orin)
