To put it simple: mobile operating systems have very different requirements than computer's. Take android for example, the android os has support for touchscreen because there's no keyboard(interface), also the screen and cpu shut's down when you lock the phone(power consumption) and there's the connectivity GPRS, EDGE, 3G etc.
Computer OS doesn't need any of that because they do not require them, much like NASA's OS doesn't require a Mp3 player. Hope it helps.
