Why does Sololearn add Programming language like Rust,R,Elixir etc.?

Well, as SoloLearn adds more languages, they're gonna have to get compilers for them and have the documentation for them. Also, SoloLearn has an email adress where you can suggest adding new stuff([e-mail])
