Regarding security, that depends a lot on your implementation and also on other factors external to the language you choose.

In any case, of the languages that you mention I would currently choose Java or PHP. I have not used Python, but I have seen good references. Ruby is a good option, but your resource consumption may be high and you will need a good server.

Maybe you're interested in finding a benmarch between languages and their web frameworks.
