When I know I am ready for fullstack development

When you can do all type of programing and designing.

like if you want to be a full stack web developer. . .
you should know Photoshop to make cool designs,
you should know HTML and CSS to implement those designs,
you should know JavaScript and some libraries if it.
you should know back end programing like PHP or ASP.net or Node.js. . . .

when you can do all this stuff by yourself, you will be a full stack developer.
