Best - up to you
Lightweight(used) - notepad++, sublime
I use - VScode

If you have a lot of money that you were about to through out of the window, you can use WebStorm by JetBrains. If you however, like most of us, do NOT want to have to rob a bank to afford an IDE download VSCode. There's also Bluefish, it's ok. But I use VSCode.
