I need guide steps on how to create a system guys, what languages should i use, where should i start, how do i link everything?

in short, i dont know how to create a system, i have done it ones using microsoft access, and it was a school project, i have a basic knowledge on c++,c#, java, java script, css, html, php, python and sql. please i need help on this, if it is too much to explain and there is any site where i can learn this well, please, give me a link.
