Basically PHP is built for web development. It's not so usefull anything else. Python is more multifunctional. But it's good to know both. They are not so different.
For API and database control I would rather use php than python.

it is not a need. It all depends on your goal. I used to do php which I really liked, but since I started working in python, I never looked back! ;-)
