Charset (Character Set) is the allowed set of characters that can be used. In older versions of the HTML specification only ASCII characters were allowed which restricted websites to only being usable by English speaking users. We now have Unicode which allows a huge range of characters from a multitude of languages. However, we need to tell the browser that we want to use Unicode and what width of Unicode characters we want to use (learn how Unicode works to understand this better). Because Unicode works at the byte level it is important to get this encoding right. To summarize, charset is just telling the browser that we want text to show up in a certain way to make the page more friendly to different languages.
