Also making your tags "is", "a", "not" is just as setting your tags to "Java", "C" although you are talking about SQL. Tags are used to filter between questions, and no one will search for the tag "is", "a" or "not".

It is not an programming language it is an database side language . It is not programming language because we can not mesure any input or output by this language so we can't use it for making decisions

Absolutely not. it is geared towards data manipulation alone. Full RDBMSs use some programming languages to allow some kind of programming as kind be done with MS SQL database projects.
