Just opening a .html file is opening a website but locally, if you want to put it online, you'll have to use a server but I do not know how in details

just as Prunier said. you can put it online by hosting it using free host server.

I use my phone as a server using an application, but to hold it online I have to be connected at my router and switch the public-ip on

I got "Bit Web Server" by Aptoide and cracked its license using Lucky Patcher

It works putting online a directory so you have to select the files' directory. If you want it opens the html/php file as default you have to rename it as index.html/index.php
