Hi Eric Hall,
To my understandings:
Apache is a software that support programming languages to be executed in the localhost webserver to mimic real world environments. By configuring Port-Forward in the router, Apache will be accessible to everyone external.

SoloLearn only supports programming languages and Apache is not a programming language, it is written in C & XML and the type is webserver
