HOW CAN I ENABLE THE SCROLL ON THE BOTTOM?

Generally on a mouse when you scroll up or down you see movement, and a keyboard button. In other words it's already enabled. If I read this wrong and you meant "how do you make the page scroll when activated by something?" then you need to understand Javascript events, offsets and to make it a little fancy jQuery for smooth effect - or you could do it on your own.
