Which language is the best for making grabber (software which can grab pictures or text out of printed format)??

Also can we link 1 language with another like write a piece of code in one and then link it up with another code in a different language? Like giving input through the grabber program in some language to another code in different one to give output.

I don't know the best, but I'd have a rough idea of how to do it in python if given the task. Yes you can link languages but you usually need some 3rd party stuff to use it directly in a code. Using outputs from a script as input sounds possible
