Picture not coming to the webpage from the desktop

I want to include a picture using the css property "content:url("picture.jpg");" but in the output it is not displaying by using sololearn online editor.

That is because Sololearn doesn't allow for the use of local pictures, as far as I know. You have to use images from the web. If you really want to use that specific picture, you can upload it to the internet using free programs. Just google for it.
