This question is incredibly vague and makes it difficult to answer. At first, I thought you were asking about how browsers apply styling attributes to the rendered page. Then I thought you might be asking how styles are defined and how cascading overrides work. Then, I thought you were asking how to learn CSS and implement it in a web page. Or maybe you were just wanting a simple explanation of what CSS is and how it's used. From what i observed its kinda modify the looks of html element, but on how it actually change it idk. Because its handle internally by browser
