The "best" IDE is always subjective. So you cannot rate one single as the best one. Eclipse, IntellJ and Netbeans are the biggest ones for Java and the most recommended, too.

intellij is the most powerful java ide. hands down. anyone who says otherwise is in denial. the bad part is that it is not free

Eclipse is my favorite free one. But netbeans is free aswell.

IntelliJ is not for free in general.
