If we creating something using Codes.. Then who is actually creates the Code it self? How it was made?

Curious about how all the Coding Languages we currently use today are made.and by whom?

Good question! I'm no expert in this field but you may try to discover the concept known as Lexical Analysis which allows the computer to understand the meaning based on a predefined set of characters/keywords (token).

Besides, understand the concept enable one to create esoteric programming language like JSF*ck and Whitespace.
