Cheater or a good programmer ?
Does using Bootstrap to build my website make me a cheater or a good programmer?

This is the equivalent of asking:
"If I use an axe to cut a tree instead of a chainsaw am I cheating?"
Use whatever tool you have at your disposal.
Noone is going to judge you for it but yourself.

It will save you a lot of time. As a (professional) web developer you will need Bootstrap for time management. It’s important you understand the code though! You just don’t have to reinvent the wheel with everything you build. Bootstrap is designed for mobile first and like others replied, it’s a great building tool voor responsive websites.

Neither, Bootstrap is just one of many tools that you will be using for Web Development.

Bootstrap only helps a little to build a good website. The most important thing is you need to be creative and must have a lot of idea

A good programmer.
CSS and JavaScript are languages written in other languages. Bootstrap is the same, only instead of language, framework written in CSS and JavaScript. Using it does not make you a better programmer, but not a worse one, it's just a different way of working.

No you ain't. You are just saving time. I once heard a saying "Good programmers write great code, but great programmers use the great code written by good programmers", I am not sure if I quote it right, but you get the idea.

Using a valid technology to achieve a purpose is not cheating.

Bootstrap is just a tool. And even other libraries such as Jquery,etc. Nobody is going to tell a carpenter is a cheater as he use a lot of tools. But they are telling him a good carpenter if he use those tools to create an awesome work. Same thing to programmers too. If you used them and created something very useful you can get away from the feeling of a cheater.

I mean by cheating if use the templates at getbootstrap.com and edit them.

Bootstrap is used to build responsive websites son you won't be spending a lot of time ( if you don't want to ) to build a simple or comple responsive website ... for me as I'm a beginner in web development, UI, UX and backend ... i'm not using any framework because I wanna learn how to do things with pure css, js, html and python.
