W3C stands for World Wide Web Consortium, a committee that defines the standards for the web.

Without those standards we could not use different browsers to display the same result (e.g. imagine the <form> tag would be <formular> in chrome, <form> for Firefox and <f> for opera...a disaster that would make cross-browser website development a pain)
