Why do certain devices require certain languages?

For example, why do people say Kotlin for Android development and Swift for iOS? What makes these languages suitable? Could I use a different language? After all, this SoloLearn app seems to run JS, PHP, Python, Ruby, etc. on my Android phone, so there are ways to interpret many languages on one device.
