How can I create my own app (on window / linux), which I can personalize, like epic games launcher, or discord app, etc... ?
is it possible with C / C++ / shell ?

You create your own app by learning many language and programming methodology you want first to learn how to create a big program you want to use many command to know the process or the flow of program it is very easy for the programmer to create many comment for the program
