How are programming languages being created??

Okay say suppose if we can create one programming language with the base of another....then where do reference comes for firstly created one....!!

First programming languages were created with bits on a special machine (known as first computers) where every character was registered as a sequence of 8bits or a byte, like information nowadays. In this mode appeared first calculators, programming languages like ALGOL, COBOL, FORTRAN, later Pascal, C etc. Their functionality was minimal, as all was based on circuits (comaparators for if statement and so on).
