What language is best for robotics and Circuit programming? It's C or C++?

Because robotics is very dependent on real time performance, C and C++ are probably the closest thing that roboticists have to "a standard language". A lot of hardware libraries use these languages which allow real time performance.

But there are more alternatives. For example, more and more electronics start to support Python with a Raspberry Pi, C#/.NET offers the Microsoft Robotics Developer Studio.
