While I do agree with AgentSmith, I do believe a more constructive comment was called for

While I am unsure of how to code an app that sends an sms (as it would require connection to a mobile network), there is an app called Automate that is free for download from Play Store

This app allows you to code mobile automations in a flowchart style GUI. The functions it can utilise are from the camera all the way to your phone's sensor bank and IR tranciever. If you want to make you own small thing, Id reccomend this

However, if you want to make an actual app utilizing SMS, Id suggest doing a moderate Google search or checking out Stack Overflow
