changing ML weights

how come w1 and w2 stay constant, shouldn't they be adopting to the formula? why do they form the correct values immedietly?

err will be 0. w1 += 0.01*err*des ==> w1 += 0

but im trying to see it change in real time shouldnt the values move as i iterate 10000 times
