It's a general purpose language but used to be popular for web development due to the Rails framework. Today, I think that all the Javascript frameworks have taken much of the shine away from Ruby on Rails and the popularity of Python has also very much weakened the Ruby follower base. Python is gaining popularity in the areas of Data Science, AI/ML and as the recommended language for beginners.
