Can programmers write high/low level programs using RPython?

Is RPython a programming language like C that we can use?

Many scientific blog propose python as a good open source solution to data analysis, in alternative to commercial products like IDL or MATLAB. So my question basically is: why not R? R advantage is that in just one installation I have all I net to start, i.e. programming script and plotting, stat library, ecc...
